Passive Reporting (סביל דיווחי) משמש כדי לדווח על מה שנאמר, נחשב, או ידוע — מבלי לציין מי אמר זאת. מבנה זה נפוץ מאוד בכתיבה אקדמית, עיתונאית ובחינת בגרות.
המבנה הלא-אישי: It is said / believed / reported that...
המבנה הלא-אישי מתחיל ב-It ואחריו פועל דיווח בסביל (is said, is believed, is thought, is claimed, is considered, is known, is reported). לאחר מכן בא that + משפט שלם. זהו המבנה הפשוט יותר ומתאים לכל הזמנים.
- It is said that coffee improves concentration.—נאמר כי קפה משפר ריכוז.
- It is believed that the universe is approximately 13.8 billion years old.—מאמינים כי היקום הוא כבן 13.8 מיליארד שנה.
- It is reported that unemployment has fallen this year.—מדווח כי האבטלה ירדה השנה.
- It is thought that the ancient temple was built around 500 BC.—סבורים כי המקדש העתיק נבנה סביב 500 לפנה"ס.
- It has been claimed that the new drug cures the disease.—טענו כי התרופה החדשה מרפאת את המחלה.
המבנה האישי: Subject + is said + to + Verb
המבנה האישי הופך את הנושא של המשפט המשני לנושא הראשי. אחרי is said/believed/thought/reported/considered מוסיפים to + infinitive. לאירוע בעבר (לפני זמן הדיווח) משתמשים ב-to have + past participle.
- Scientists are said to be working on a cure.—מדענים נאמר שעובדים על תרופה. (פעולה מתמשכת — to be + -ing)
- The suspect is believed to have left the country.—מאמינים שהחשוד עזב את המדינה. (קרה לפני הדיווח — to have + V3)
- The new policy is thought to have caused widespread discontent.—סבורים שהמדיניות החדשה גרמה לאי-שביעות רצון נרחבת.
- The CEO is reported to be considering resignation.—מדווח שהמנכ"ל שוקל התפטרות.

לכל משפט פעיל ניתן ליצור שני מבני דיווח בסביל. שניהם נכונים ושניהם מתאימים לבגרות. בחרו לפי הדגש: אם רוצים להדגיש את הנושא — השתמשו במבנה האישי.

Passive עם Modal Verbs
ניתן לשלב גם פועלי עזר מודאליים (must, should, may, might, could, ought to) עם הסביל. המבנה: Modal + be + past participle (V3). לאירוע בעבר: Modal + have been + V3. מבנה זה מוסיף גוון של הכרח, אפשרות, המלצה וכדומה.
- The report must be submitted by Friday.—הדוח חייב להיות מוגש עד יום שישי.
- All passengers should be informed of the delay.—כל הנוסעים צריכים להיות מיודעים על העיכוב.
- The mistake could have been avoided.—הטעות יכלה להיות נמנעת.
- The results may be announced tomorrow.—התוצאות עשויות להיות מוכרזות מחר.
- The decision ought to have been made earlier.—ההחלטה היתה צריכה להתקבל מוקדם יותר.
⚠️ טעויות נפוצות
✗ It is said that he stole the money yesterday. → He is said to stole the money.
✓ He is said to have stolen the money.
כאשר הפעולה קרתה לפני הדיווח, חייבים להשתמש ב-to have + V3 (past participle), לא ב-to + V2.
✗ The thief is believed escaped through the window.
✓ The thief is believed to have escaped through the window.
אחרי is believed / is said / is thought חייבים to + infinitive. אי אפשר להשמיט את to.
✗ It is said that the new law will affect to many people.
✓ It is said that the new law will affect many people.
הפועל affect הוא פועל עבר (transitive verb) שאינו דורש מילת יחס. אל תוסיפו to אחריו.
